ARP Rentals Residential Service Agreement
Understanding Our Rates, Charges, and Fees
ARP Rentals and its operating subsidiaries are dedicated to delivering high-quality service to customers across Ontario and beyond, through safe, responsible, and sustainable operations. Each operating subsidiary manages its own operations and customer billing. While base service rates, charges, and fees may vary due to factors such as location, service type, and subsidiary-specific costs, this disclosure provides information on the most common charges and fees you may encounter in your contract or on your invoice. These fees enable each subsidiary to recover direct and indirect operational costs while maintaining service excellence.
The specific charges and fees applicable to your service were outlined at the time of booking. Please review this disclosure to better understand the potential charges and fees you may see. For further details on these amounts, refer to the sections below.
1. Environmental Recovery Fee
The Environmental Recovery Fee (“ERF”) is a recurring, company-wide fee calculated as a set percentage of all invoice charges, excluding taxes. It is not a tax, surcharge, or fee mandated or remitted to any governmental or regulatory body (e.g., the Ontario Ministry of the Environment, Conservation and Parks). The ERF helps our businesses offset direct and indirect costs tied to environmentally sustainable operations, including collection, transfer, landfill, recycling, and landfill gas-to-energy services across Canada. It also includes an amount to ensure an acceptable operating margin. The current ERF rate is 18%, though ARP Rentals may adjust this rate at its discretion based on regular cost reviews. On your invoice, the ERF will be combined with the Fuel Recovery Fee (FRF).
2. Fuel Recovery Fee
The Fuel Recovery Fee (“FRF”) is a recurring, company-wide fee that fluctuates as a percentage of all invoice charges, excluding the ERF and taxes. It is not a tax, surcharge, or government-mandated fee. The FRF helps recover direct and indirect costs for fuel, petrochemicals, electricity, and compressed natural gas used in operating collection, transfer, landfill, and recycling services across Canada, while supporting an acceptable operating margin. The monthly FRF rate is determined by referencing the FRF Table against the peak weekly diesel price per litre in Canada, based on data from Natural Resources Canada for the 30-day period ending on the 15th of each month. ARP Rentals monitors these costs and may adjust the FRF calculation method at its discretion. The FRF will appear combined with the ERF on your invoice.
3. Administrative Fee
The Administrative Fee (“ADMIN”) is a recurring, company-wide fee not mandated or remitted to any government agency. It offsets costs related to administrative processes such as account maintenance, invoicing, and payment processing for all customers, while including an amount for an acceptable operating margin. The current ADMIN fee is $5.95 CAD per invoice, though ARP Rentals reserves the right to adjust this amount at its discretion.
4. Rate Increases
Over the course of your service, ARP Rentals may adjust service rates to account for rising operational costs and to maintain an acceptable operating margin or return on investment. The operating subsidiary providing your service determines the amount and timing of rate increases at its sole discretion. Any changes will be reflected on your invoice, which serves as notice of the applicable rates for the billing period.
5. Recycling Processing Charge
The Recycling Processing Charge (“RPC”) is a recurring fee applied to customers receiving recycling services. It helps recover direct and indirect costs of processing recyclable materials at our facilities, influenced by contamination levels, strict buyer standards, and fluctuating market prices. The RPC is calculated monthly by cross-referencing the RPC Table with the lowest Canadian average price per tonne for Old Corrugated Containers (OCC), derived from the prior month’s North American Recovered Paper Price Index (Fastmarkets RISI), adjusted for Ontario-specific market conditions. Customers may request the OCC price per tonne used for the RPC calculation each month. ARP Rentals reserves the right to modify the RPC calculation method at its discretion, with updates communicated as needed.
6. Container Delivery and Removal Fees
The operating subsidiary providing your service supplies containers (sometimes for a rental fee) for the collection and on-site storage of solid waste and recyclables. Container delivery and removal fees cover the operational costs of delivering containers at the start of service and removing them at termination, as well as cleaning, repairs, and refurbishment post-use. These fees are set by each subsidiary and may change at its discretion. For invoice-to-invoice customers, fees are based on the prevailing rate at the time of delivery or removal, with neither exceeding $99 CAD per container.
7. Cancellation Fee
If payment is not received by the invoice due date, the operating subsidiary may suspend your service until all outstanding amounts are paid and may impose a service interruption fee. This fee offsets losses from unutilized container assets and costs associated with stopping and restarting service. For invoice-to-invoice customers, the fee reflects the subsidiary’s prevailing rate at the time of interruption, capped at $99 CAD. To cancel service, contact the phone number on your invoice or customer support at 226-932-2539, noting that advance notice is required.
8. Late Payment Fee
If payment is not received by the due date, the operating subsidiary may charge a late payment fee to cover costs of managing overdue accounts. This fee is set by each subsidiary and may change at its discretion, but it will not exceed the greater of $100 CAD or up to 10% of the applicable charges, subject to Ontario consumer protection laws (e.g., the Consumer Protection Act, 2002).
9. Taxes
Certain services, including equipment rentals, may be subject to provincial (e.g., Harmonized Sales Tax – HST), municipal, or franchise taxes or fees in Ontario. Where applicable, these taxes will be itemized on your invoice, collected by the operating subsidiary, and remitted to the appropriate taxing or franchise authority.
